The evaluation was carried out between March and May, 2010 in four of BTL’s language projects, namely; Digo, Giryama, Pokomo and Orma. The purpose of the evaluation was to assess the success or otherwise of BTL's Centre for Literacy and Language Development (CELLADEV) in facilitating greater partnerships and involvement of local community groups such as CBOs, churches and other organized groups, for effectiveness and sustainability of literacy programmes.
The evaluation was done with the aim of providing indicators of the level of success or failure of CELLADEV in meeting its stated objectives in the facilitation of the provision of literacy skills through mother tongue adult literacy and Mother Tongue Education (MTE).
The research was carried out through site visits to the respective language projects (except Orma project which was not visited due to sensitivity reasons). It made use of four major data collection techniques, namely; in-depth interviews, focused group discussions, direct observation, archival retrievals and reviews and digital voice recording.
